Basement painting cost depends on whether walls are drywall or bare masonry, how much moisture control is needed first, whether the floor is coated, and how the ceiling is handled. Masonry primers cover far less area per gallon than wall paint, which is the biggest material difference.
Bare block and concrete need heavy primers. Benjamin Moore lists its Ultra Spec Hi-Build Block Filler at 75 to 100 square feet per gallon, compared with 400 to 450 for typical wall paint, though its data sheet says block filler is not recommended below grade. Masonry sealers and high-build masonry primers, listed at 200 to 400 and 225 to 325 square feet per gallon, are the other options for masonry.
Water problems are solved before painting, and that work may come before the painter. Efflorescence (mineral salts) is cleaned off; Portola's lime wash data sheet, for example, lists efflorescence and excessive salt among contaminants to remove from masonry before coating. Coatings are not a substitute for drainage repairs.
Floor prep and downtime. Benjamin Moore's INSL-X GarageGuard is listed for basement floors at 350 to 450 square feet per gallon, needs 8 hours before light foot traffic, at least 50°F and no application within 5°F of the dew point. Damp basements often need dehumidification before coating.
Finished drywall ceilings are painted like any ceiling. Open joist ceilings with pipes, wires and ducts are usually sprayed after masking, which adds setup but covers complex surfaces quickly.
Yes. Benjamin Moore's masonry products and floor coating list 50°F minimums, and its sheets warn that cool, humid conditions lengthen dry and recoat times. Heating and dehumidifying the basement keeps the work on schedule.
Because basements combine several surfaces, the written estimate should list each: masonry walls and the primer or filler used on them, drywall areas, ceilings, floors and stairs. Pennsylvania's Home Improvement Consumer Protection Act requires the contract to describe the work and materials, with specifications that cannot change without a written change order.
Yes. Basement stairs are often painted treads, risers and stringers plus a railing, each with its own product: a floor-rated coating on treads that take foot traffic and enamel on rails. Stairs are also painted in stages so the basement stays reachable while coatings dry.

Benjamin Moore lists its Ultra Spec Hi-Build Block Filler at 75 to 100 square feet per gallon, much less than wall paint, because it fills pores and voids in rough block. A 40 foot by 8 foot wall is 320 square feet, roughly 3 to 4 gallons for one coat, before finish coats.
Moisture coming through walls must be addressed first: drainage, grading and gutters, and any active leaks. Benjamin Moore's block filler data sheet says it is not a waterproofing sealer and not recommended below grade. Painting over damp walls leads to peeling and efflorescence under the coating.
A floor coating seals dusty concrete and makes it easier to clean. Benjamin Moore lists its INSL-X GarageGuard for basement floors, with 8 hours before light foot traffic. The concrete must be clean, dry, at least 50°F and not near the dew point during application.
Masonry walls need heavy primers that cover a fraction of what wall paint does, moisture issues may need attention first, open ceilings may need spraying, and cool, humid conditions slow drying. Those factors add material and time compared with a drywall room upstairs.
